Part-Time | Flexible Schedule | 10–20 Hours per Week
Job Summary 11th Hour Service is seeking an experienced Fractional Controller to oversee accounting, financial reporting, government contract compliance, and financial planning on a flexible, part-time basis. Working approximately 10–20 hours per week (flexible based on availability), the Fractional Controller will serve as the company’s senior financial advisor and hands-on accounting leader. This position reports directly to the Managing Partner and is responsible for maintaining accurate financial records, strengthening financial controls, managing federal contract accounting requirements, and providing clear financial insight to support business decisions. The ideal candidate has prior experience as a Controller, Director of Finance, or senior accounting leader within a federal government contractor. This role requires practical knowledge of FAR, DCAA requirements, indirect cost rates, incurred cost submissions, project accounting, Service Contract Act compliance, and government contract billing. This is not solely an advisory position. The Fractional Controller must be comfortable personally performing complex accounting, financial analysis, indirect rate management, audit preparation, forecasting, and compliance work in a growing entrepreneurial environment.
Accounting and Financial Reporting Oversee the company’s accounting and financial operations team. Maintain the accuracy and integrity of the general ledger. Lead quality control and audit of monthly, quarterly, and annual financial close activities. Lead the review of financial statements, executive dashboards, KPI reports, and leadership reporting packages. Ensure financial reporting complies with Generally Accepted Accounting Principles. Review balance sheet reconciliations and maintain appropriate financial controls. Provide financial analysis to support executive decisions and strategic planning. Coordinate annual tax preparation with external accounting firms.
Federal Government Contract Accounting and Compliance Ensure accounting policies, systems, and procedures that comply with the Federal Acquisition Regulation, DCAA requirements, and applicable Cost Accounting Standards are maintained by the Operations team. Develop, monitor, and maintain Fringe, Overhead, and G&A indirect cost pools. Prepare annual indirect cost rate proposals and provisional billing rate submissions. Lead the preparation of annual Incurred Cost Submissions, including ICE schedules and supporting documentation. Ensure direct and indirect costs are properly classified and segregated. Maintain audit-ready accounting records and supporting documentation. Serve as the primary financial contact for DCAA audits, external audits, and government financial reviews. Support GSA Multiple Award Schedule reporting and other federal compliance requirements. Monitor contract funding limits, labor utilization, burn rates, and project profitability.
Project Accounting and Contract Financial Management Ensure accurate revenue recognition and reporting across Firm-Fixed-Price, Time-and-Materials, Labor-Hour, Cost-Reimbursement, BPA, IDIQ, and task-order contracts. Oversee project setup, labor category mapping, billing structures, and contract financial controls. Monitor contract funding, labor charging, backlog, margins, and financial performance. Partner with Program Managers to improve project accountability and financial results. Analyze contract and project profitability and recommend opportunities to improve margins. Identify and communicate funding, utilization, billing, and profitability risks to leadership.
Budgeting, Forecasting, and Strategic Planning Lead annual budgeting and long-term financial planning. Develop rolling forecasts for revenue, labor costs, indirect rates, and cash flow. Monitor working capital and prepare cash flow projections. Build financial models supporting growth initiatives and executive decisions. Provide financial analysis related to acquisitions, investments, partnerships, joint ventures, and new business opportunities. Support capture and proposal teams with pricing strategies, labor rate development, indirect rate analysis, and financial risk reviews.
Payroll, Benefits, and Labor Accounting Oversee payroll processing, payroll tax compliance, and labor accounting. Confirm payroll information is accurately recorded in project costing and labor allocations. Maintain compliance with Service Contract Act wage determinations and related labor requirements. Support the financial administration of employee benefits, retirement plans, PTO accruals, and bonus programs. Partner with Human Resources on compensation planning and workforce cost analysis.
Billing, Accounts Receivable, and Cash Management Oversee customer invoicing, collections, and accounts receivable. Manage accounts payable and vendor payment processes. Monitor Days Sales Outstanding, working capital, and cash flow. Ensure invoices are accurate and comply with contract requirements. Implement strategies to improve collections and cash flow performance.
Internal Controls and Process Improvement Develop and improve internal controls, accounting policies, and financial procedures. Strengthen segregation of duties and financial governance as the company grows. Maintain and optimize Unanet, ADP, and related accounting and financial systems. Introduce automation and process improvements that increase efficiency and reporting accuracy. Support the development of executive dashboards and business intelligence reporting.
Leadership and Collaboration Serve as a trusted financial advisor to the Managing Partner and executive leadership. Collaborate with Contracts, Human Resources, Program Management, Recruiting, and Business Development. Maintain relationships with auditors, banks, insurance providers, legal counsel, and government stakeholders. Provide guidance and mentorship to accounting and finance personnel as the organization grows.
